By Ciprian Pozderie, Lawyer, Bucharest Bar
Law no. 30/2025 for the completion of appendix-tables no. I-III to Law no. 143/2000 on preventing and combating the illicit traffic and use of drugs was published in the Official Gazette of Romania, Part I, no. 265 of March 26, 2025 (Romanian text).
This law updates the official lists of controlled substances (drugs) in Romania, annexed to Law no. 143/2000.
Specifically, the law adds 11 new drugs to the appendix-tables of Law no. 143/2000:
- In Table I (high-risk drugs): Dipentylone (BU Crystal) is added.
- In Table II (high-risk drugs): 6 substances are added: Butonitazene (Nitazenes), 2-fluorodeschloroketamine (2-FDCK), Tramadol, Lisdexamfetamine (Vyvanse), 2-CMC, and 2-MMC (the latter two being substances from the synthetic cathinone category also known in Romania as “cristal” or “salt”).
- In Table III (risk drugs): 4 substances are added: Hexahydrocannabinol (HHC), Bromazolam, Cinolazepam (Gerodorm), and Zopiclone.
Main Consequence: By being included in these tables, the 11 substances now fall under the legal control regime for drugs. Any unauthorized operation with them (production, trafficking, possession, use, etc.) becomes illegal under Law no. 143/2000.
IMPORTANT: The substances 2-CMC and 2-MMC are sold in Romania under generic names of ‘cristal’ or ‘salt’. To better understand how these popular terms function as an umbrella for various synthetic cathinones and their different legal implications consult this article.
This law came into force on March 29, 2025.
